I imagine it is, as the alias file has its own name which is independent of the target's name, and localizing a user-specified name may have undesirable effects.

A common approach I've seen in disk images is to leave the Applications folder nameless (well, named with a space or something) and to graphically indicate the action of dragging the application to the target folder. Adium's disk image is an excellent example.
