Sounds like a use for an NSTabView with hidden tabs.  Or just use
multiple windows.

This is the more important issue.  Wizards (called assistants) are not
unheard of; look at Xcode's New Project Assistant, or the Bluetooth
Assistant in System Preferences.

But what is your assistant doing?  Maybe it's not appropriate to use
one in your case.
