I don't agree that it's somehow more important for Cocoa developers to use an UI design tool, compared to developers using other development environments. Cocoa developers, much like developers on other platforms, can always choose not to use the designer, if they'd rather spend their time cranking out and maintaining UI configuration code than business critical code.

Also note that Microsoft has moved away from code generation with their recent WPF designers that uses XML for storage.
