Generally, symbolic links don't provide this functionality while aliases (and alias files) do. In theory, if it's possible for the alias manager to do it, it might be possible for you to do it, but I don't think that's a feasible approach.

Just so you know, even aliases aren't guaranteed to be able to find moved files. They just have a better shot at doing so than most other techniques.
