I just tried this with a new project in Xcode 8.3.2.

With Objective-C the order does not matter.

With Swift the order does matter. As you said this is not very discoverable.

I can see with this and in other places in Interface Builder that Swift 3 
continues to have integration issues with the historical code base. My guess is 
that the pace of development has been so fast and furious with Swift it is hard 
for the teams to keep up with and or the shear scope of the project has been so 
enormous it is difficult to address all the loose ends.

Hopefully Apple will come out victorious in the end but it may take a while 
longer.
