Do you have “Desktop & Documents Folders” enabled in System Preferences
> iCloud > iCloud Drive Options…?
Take a sysdiagnose (sudo sysdiagnose in Terminal, or
Command-Option-Control-Shift-Period key combo). Then file a bug report
at https://bugreport.apple.com.
