What's broken is that macOS uses filename extensions as type information at 
all, especially since there's no governing body for filename extensions. It 
would be much better for there to be volume metadata with the UTI (I vaguely 
recall an OS called "Mac OS" that did that).

And before anyone objects on interoperability grounds, it would be trivial to 
map well-known extensions to the metadata to be written when a file is brought 
in, and outgoing files are almost always well-known and will likely have the 
appropriate extension, anyway (e.g. zip).
