My first guess would be that, in NewDialogController.nib, the "window" outlet of the file's owner (the window controller) isn't wired up to the window. That would prevent NSWindowController from being able to find the window or display it.
(While you're in there, also make sure that the window's "delegate" outlet is wired back to the File's Owner; various things go wrong if it's not.)
This may not be your fault; I've noticed this happening to me lately and I believe that in IB 3 the "Cocoa Window" nib template doesn't have those outlets hooked up, unlike in the past. Known bug?
