I'm not too keen on transferring ownership at this point in time - I'd like to keep the option of doing something else with it if this idea doesn't pan out. But I'd be willing to donate it to a nonprofit foundation (similar to how the Perl Foundation now owns cpan.org) if the site makes it that far.
