Yeah. The difference is functional, not visual (confusingly enough) — an NSPanel doesn't become the "main" window, even when it's in front. The NSWindow behind it remains main. This dates from the NeXTSTEP UI. The idea is that you can have a non-floating non-modal helper window in front, but the document window behind it still responds to menu commands like Save or Revert.
