Using cobbler web, I inserted the generated MAC into the Mac Address line. Cobbler sync and started up a blank VM. Nothing.
If I click the "Generate Random Mac" button under the "Networking" tab, grab the Mac it gives me and populate the field within my VM settings, then it works.
