Did you restart cobblerd after making the settings change? You should also
be seeing this in the output from the kickstart_done snippet:

wget "http://x.x.x.x/cblr/svc/op/nopxe/system/foo"; -O /dev/null

That is the trigger to disable the netboot flag.
