Given the various intricacies of the API, I don't think it's an area
where general consumer feedback would be useful.
You can try posting in the Windows SDK sub-forum, probably the best
chance you've got.

Another option is to find a Microsoft employee to act as a relay. They
can dump your request into one of a billion Windows aliases on their
end. They'll likely "flip the bozo bit
<http://en.wikipedia.org/wiki/Bozo_bit>" on you, though, so make sure
you flesh out your request completely.
