This happened to me when I had installed both a new seawater pump and a new impeller. The guy doing the installation made the connection better between the impeller and the sea water pump pulley, and normal pumping of water resumed out the stern. He did say that the pulley was somewhat worn (where it connects with the impeller), and suggested I install a new pulley. Hope this helps!
