The bolts came finally came out with pressure and power impact. It doesn’t
appear to be wood under the fiberglass.
My plan is try to drill out see if I can re-tap or May look to cut out and back
the stringer and glass afterwards.

*bolts* stripped or the steel plate? Is it as easy as new bolts? I did an
emergency repair on my old Atomic 4 once by just using one tap size up to
re-tap a stripped hole in the block, that may also work if you can get the
engine out of the way and have a straight vertical shot at it. Joe Please
