You seem to have several issues going on. 1. The regulator: If it is bad it may leak gas or provide improper gas pressure. It should smell bad if it leaks assuming you get smelly gas. Pure methane has no odor, but every tank I have ever got had the stink perfume added. 2. The solenoid: If it passes gas while turned off it does not work, it would seem to be stuck open. 3. Other random leaks: I test my system by noting the gas pressure with the tank valve off. I have no solenoid, but for this test the solenoid would be on if you have one. The tank pressure will be trapped between the tank and the regulator. I think it takes days for my pressure to fall to 0, if it does it quickly you have a leak. Joe Coquina

I had noted that even with the solenoid not turned on I would still get gas to the stove and have lately begun to suspect there may be a leak in the system. So rather than simply looking for an obvious leak (soapy water etc…) that it may be time to replace the 30+ year old solenoid and the two regulator like parts where the tank attaches to the line.
