Bo - I won’t speak to the black magic of moisture meter expectations but a 
large, widening crack probably speaks for itself unfortunately.    
Another poster referred to the freeze/thaw cycle when trapped water is present, 
and trapped frozen water is definitely not normal or good in any way.  It does 
look as though your rudder suffered this way.  Ice can and does split granite, 
concrete etc over time.

Not sure where you’re sailing but here near Toronto rudder damage like this 
isn’t uncommon.  Boats don’t stay in the water for winter and ashore  things 
freeze very solid.    People who suspect water ingress sometimes drill a drain 
hole in the bottom of the keel at haulout to let it dry before the really cold 
weather arrives.  . 2 friends with C&Cs are dealing with rudder issues of this 
type at the moment, not cracked like yours, but they know at least that the 
skin has parted from the foam core.    

As another poster suggested - carefully cutting away one side (or part of one 
side) is a good approach to begin repair and initially it may be necessary 
anyway to assess things.  If you tap on the skin you may hear that it is loose 
and is already detached from the foam- this would make opening that side 
relatively easy.  
If you are careful in your cutting, replacing is relatively straightforward.    
I would use a fein multi master for this - to me it’s the glass-surgeon’s 
instrument of choice.    Your mileage may vary of course!
