Depends. If the existing fairing compound broke loose because of flex at the joint then more of the same will probably happen in the future. If on the other hand it just had a poor attachment in the first place and there is no flex then you'll probably be fine.
If you already have the fairing compound and don't mind doing the job over in the future if it should fail then it certainly won't hurt.
