After seeing a 37 come into the yard I work at, I am more firmly in the camp that the windlass should be mounted sub-deck.
This boat had the windlass mounted forward of the hatch, which provides the ultimate in lack of drop for the chain fall, whoever thought this was a good idea ever considered this.
