It's more or less a normal degradation - stated differently as "common problem". I had mine rebuilt at a considerable cost and only a few years later it showed signs of having become water logged again. Being water logged is not really the problem, freezing and corrosion are. I make sure that my rudder does not freeze and as part of the rebuild the welds were inspected and encapsulated.
