A yacht policy will include the EPA spill coverage. We are going through at my 
YC. Not sure if a liability only policy will include the required coverage. It 
is around $933k. You also want to have your marina listed as the "also insured"

        I have liability only and it didn't require a survey.  It amounts to 
self-insuring one's boat, which is always dangerous, but given the low prices 
for our boats, it seemed like a good idea.The latest problem though, is that 
some places now require the owner to retrieve a sunken boat.  That could be 
quite expensive and a liability only policy won't cover that; at least I don't
