When I had my LF38 with a 3QM30. I did try a stop cable, but it was not a cable that locked. Pushing down on the throttle would override the stop cable.The way this engine shuts down is by closing the throttle beyond the idle position. From idle to shutdown is only about 1/2 inch movement on a dedicated stop cable. I did find that the stop cable did in fact supply a little resistance, allowing me to get a feel of where idle was. Just before killing the engine on a throttle down. Another option might be a solenoid that when energized would allow you to go past idle into shutdown mode. I hope this helps some.
