Good advice from others already but here's my 2 cents.  For years I was the
"mast monkey" for my buddy, a local rigger.  We dropped many halyards,
cables, etc.

First, tension all other halyards.  You could do as David said and mark the
messenger but I never do.

Use a 8-10 inch length of bicycle chain on the drop line.  I use 50 lb test
mono-filament fishing line as a drop line.

Drop the line past the exit.  Jiggle it up and down.  Your deck person
should be able to determine where it is by listening.

They can reach in and hook it with special tool "BCH" (bent coat hanger).
The line should be in the aft part of the mast at deck level due to the
rake assuming the boat is blocked level.

Pull a messenger back up to pull the halyard down.  I use parachute cord.
If the halyard doesn't have a reaving eye, I usually attach the paracord to
the halyard with dental floss.  Tie it and throw several half hitches.
Cover tightly with tape and lube it with dish washing soap if the opening
at the sheave is tight.
