I use iNavX on my old iPad. I like Navionics better, but iNavX will take
GPS and AIS info via wifi link from my network and Navionics will not.
This iPad is not cell-equipped and has no GPS of its own.

No. You don’t need to activate the cell plan. The GPS antenna is
shared with the cell antenna in the iPad.
