Steve, To echo Andrew’s suggestion, I’d look at doing a steering system inspection per the attached document. This is the Edson “bible” regarding understanding how the steering system goes together and what should be done on a regular basis to maintain it.

While we all know how frugal we can be about spending money on something as mundane as steering parts (as opposed to sexy electronic gizmos or spiffy cockpit drink holders), I’ve seen “proactive” boaters religiously change engine water pump impellers annually but haven’t lubricated their steering system in the past 20 years.
