J had a new bottom welded to my fuel tank last Fall....same issue as yours...pin hole leaks.  I cut some old battens for the tank to rest on.

The tank is held down by two (2) metal straps, approx. 1 1/2 inches wide, several feet long with holes in the straps to put your screws and/or nuts/bolts.   The back of the strap(s) is bolted to the aft bulkhead, comes up over the back of the tank and down the front and bolted to the front stringer.  The tank can't move side to side either as it fits into its wooden deck it sits on.
