Not at all. If they were over 15V, then I’d worry. 13’s are perfect.

boat the batteries are reading 13.1 13.2. I thought a battery at rest read  
12.7 fully charged.  Even now at sunset they are reading over 13.   

Is my controller cooking the batteries?
