I would think it would be similar to the intra-coastal water way. The US Coast Guard has authority over the ICW. For example, for various reasons they will close sections, like just before, during and after major storms. Here in Florida, our FWC(the boat staties) have the authority to stop and inspect vessels on the ICW. I would not be surprised if the majority of the BWI arrests were on the ICW.
