George C. explained the serial numbers to me many years ago. Serial numbers did not necessarily run in sequence. It was the shop foreman who was responsible for assigning numbers and there were times when he forgot the last number issued.
The year is usually when the hull was laid up in the plant. So it was possible for a hull to be made in October of one year and not finished until February of the next.
