G10 is my vote.  You can get similar stuff not branded as g10 from
McMaster-Carr.  They sell it as FRP sheets, tubes, bars and angles.

IIRC Some listers have found a very uneven surface beneath the preexisting
washers.  This causes point loads and potentially insufficient torque. It
might be worth it to plan ahead to shield/dam the keel bolts and then use
some type of filled epoxy as a bedding.  A backer made of G10 could be
fabricated to cover multiple keel bolts.  This extra length ensures that it
levels evenly and distributes the loads.  I might go to 10 or 20 percent
torque and then allow the epoxy to set.  Come back the following day to
achieve full torque.  Obviously keel bolts length will be a limiting factor.
