Those, or a similar version should be available from Ronstan, Camcleat, Selden and others. They are called open V-cleats.

If you are looking to temporarily cleat a spinnaker halyard after hoisting until the pit person can tidy up and take up slack in the tail, then I'd recommend a spinnaker halyard parking cleat.
