You mean “water locked” or “hydro Locked” (it does not have to be water)?
You won’t be able to turn it. Neither with the starter (I suggest you don’t try), nor with a wrench. It won’t budge (or nearly won’t). Open the cylinders (either remove the glow plugs (usually easier and if you have them) or the injectors (more complicated)). Remove any liquid from the cylinders (all of them) - a vacuum pump would do. Then put some rags over the openings and turn the engine (slowly, by hand) - this should pump most of the residual liquid out. Once you are satisfied that all of the liquid is gone from the cylinders, you can crank the motor by a starter. Be prepared that the liquid will shoot out of these openings at speed. If you like the engine compartment painted grey, this is your option (remove the rags). Once all the water is out, change oil, put the glow plugs or injectors back in and try starting the engine. Run it to temperature and change the oil again. Keep changing it until there is no greyish residue in the oil in the crankcase. Make note how you managed to hydro-lock it and how to avoid it in the future.
