OK, great news, I think the oddball deck fitting mystery is solved.  Have
posted to the blog above for posterity.

The 33-2 deck fills (and likely others of that vintage) were made by a
New Zealand-based company called RC marine, which was bought (along with
Ronstan in Australia) by a corporation called Fortuna, which went bust mid
90's.

 The RC product line/tooling (and maybe others) was bought by Forespar in
California, and they continue to produce the same deck fills under their
brand.  They are not widely distributed, which has made them difficult to
find, and the  RC legacy, surprisingly, is not findable on the internet.
In any case, the current Forespar Deck fills
<http://www.forespar.com/products/boat-marine-plumbing-deck-fill.shtml> and
associated spares are in fact the same pattern as the RC deckfills that
have confounded so many boat owners.   I have been assured that the current
forespar caps are compatible with the OEM RC deck fills, and have an
inquiry in to ensure the currently available pump out adaptor is also
compatible.

The thread is 1 1/2" BSP per Randy at Forespar.  the discussion with
Forespar has been posted to my Windstar blog.

Visited the boat today and saw that the fittings were made in NZ by RC
Marine, once, along with Ronstan, a division of the long-gone Fortuna
(apparently not) corporation.   These deck fills look an awful lot like
those currently offered by Forespar, and I have an inquiry in with them.
 Maybe they acquired the line/tooling.
