The impeller could be so old that the vanes have taken a set and it takes time for them to get the pressure up. It could also be that a majority of the vanes have torn off already. Double check the belt tension too. It is surprising just how little belt slip it takes for a diminished pump flow.
Are you noticing any unidentified sources of water in the bilge? If the water is leaking out of the exhaust system or out of the pump discharge hose it could account for the added time to see water out the pipe.
