I would try a cleaner/wax first.  (Meguiars Flagship Premium Cleaner/Wax)
They abrasives in a cleaner wax are extremely fine.

Failing that, try Aquabuff 2000 (A polishing compound), a high speed dual
action polisher and water.

Note that there is a difference between a polishing compound and a rubbing
compound.  Rubbing compounds can be too abrasive and may actually damage a
boat's finish if not properly used.
