Unless you are reasonably knowledgeable about sail boats, buying one
without a survey can be quite risky. Especially a boat with tarps over
the deck.....there must be a reason for the tarps.
Nevertheless, even if you do buy this boat, or any other 15 year old
boat for that matter, most, if not all insurance companies will insist
on a 'survey'.
Our club requires that all boats, regardless of age, be insured and we
have to annually provide proof of insurance.......FYI.

Short story is owner bought it a year ago didn’t sail it much or from
what I’ve seen, maintain it. Here is a link to view the photos/video I
took. I did not do a correct test with a hammer or moisture reader on
deck but did walk around quite a bit and there was nothing obvious in
the way of soft spots.
