I've used oval heads and finish washers like Bill suggests but the best fix is gel paste. Unfortunately color then becomes an issue. I filled some fastener holes in Touche's headliner with gel paste and, except for the color, it came out very nice.
One day I will match the color of the headliner to a newer existing boat and order some gel paste that closely matches. If anyone wants to beat me to it, here's the process. 1. Get paint swatches from a paint store. 2. Match the headliner 3. Wander around marinas and boat storages to match a newer production boat (2006 or newer) 4.
