Brent, I'd keep it simple.
>From the manual it looks like the original was made from plywood with a basic foil shape. I would get some plywood, shape one out of that to fit, round the front edge, taper the trailing edge, cover it with a layer or two of fibreglass and go out and have fun. It is just an old dinghy after all.
