Well I took it apart and there was no clog (in any of the lines, pick up etc) and rubber looked serviceable but is stiff and probably why it's not pulling. In lieu of the $100 replacement parts, I am likely to take the advice and replace it with a small Rule bilge pump assuming I have the clearance to fit it. I hesitate to run it into the bilge unless I need to though I am not above this solution.
If anyone needs a good diapraghm pump in need of a rebuild, let me know and I will swing you a deal.
