Danny — the Coast Guard has nothing to do with sales tax; that’s strictly a state issue. You’ll need to talk with the Commonwealth of Massachusetts about that. As far as the documentation goes, the seller should be able to initiate the transfer process with the National Vessel Documentation Center; you could call them, but they don’t take calls on Thursday. Go figure… (I just tried to reach them about my documentation).
