I have a iPad 2 with both wifi and cellular capability. For about a decade, any device with cellular capability has been required to have a busily in GPS, because of the E911 system.
My iPad is not connected to cellular, and the GPS works just fine. I was under the impression that older iPads all were configured for cellular, but that may not be the case. If not cellular, there are Gps attachments you can buy. There are a number of software programs you can use. I am a big fan of Active Captain, because of how much more information it provides than can be found on charts. So I only looked at nav apps that had the Active Captain information included in the database. You can find information, reviews, and links on the Active Captain website. I,m running the Active Captain Companion app, and Garmin Bluechart Mobile for the nav app. My plotter won't link to the iPad by Bluetooth, but your's might. I also have Garmin Homeport on my laptop so I can do route planning, etc on the laptop and transfer to the plotter using an SD card.
