How do we deal with it?  The short answer is "not well".  :)

It's colder in Louisiana than up here Whistler.  The Admiral at the house in 
Baton Rouge tells me the town is pretty much shut down.  She sent me pics of 
our driveway covered with a sheet of ice.  She said this morning that it's 
beginning to melt and that it may reach 50 today.
  
South Louisiana is ill equipped to deal with ice and snow.  Because those 
conditions occur so infrequently, the authorities don't have the equipment to 
deal with it so everything just shuts down.  No snowplows, no gravel spreaders, 
no de-icing equipment.
  
There are always a few dumb rednecks or Coonasses that think they can drive on 
ice.  There are lots of accidents to screw things up.  No all season tires.

Then there are the architectural considerations such as outside faucets that 
need to be protected.  They're not set well into the building.  Pipes that run 
in outside walls that will freeze.  Local plumbers love these conditions.

As for the boats, it won't get cold enough to take any precautions if the boat 
is in the water.  Powerboats on trailers might need to protect engine blocks if 
they're raw water cooled.
