We use RaceSail which is free and can be downloaded from the Internet. It seems to do everything we need. It's not the easiest software to learn, but it is free and does the job nicely. It supports race series and pursuit starts. It also supports multiple handicapping methods including PHRF time-on-time and time-on-distance.
