As you saw in the other posts, your friend is right about propulsion, optimistic about the drag and very good at spending your money! You'll have to set your own priorities.
For sailing on that part of the bay/river, I don't know that I'd make it my top priority. If everything else on the boat was as I wanted, and I had a few spare boat dollars handy....
