Here's what I do to keep the Y-valve operational.
 
During the sailing season, I'll pour vegetable or olive oil into the bowl and 
pump it through to the holding tank.  Also, at winterization, I'll add oil to 
the anti-freeze and pump it through.  
Monthly [or as often as I think about it], I pivot the valve from holding tank 
mode to overboard mode, and then return it to its original setting.  
While the valve is tight, it will move with only moderate effort. 
Mine is a Bosworth, and it looks similar to this one.

In the past, mine has "frozen" due to inactivity, so I would add the oil, pump 
it through the valve, and then let it set/"soak" for a while.  After a time, I 
would apply hand-pressure, first in one direction, and then in another.  It was 
a PITA, and time-consuming, but it finally broke free. 
 
At the Annapolis show, I spoke with the Bosworth folks about this.  They gave 
me a sample of their water-proof grease, which I'm sure would be superior to 
the cooking oil.  That said, I have no desire to attempt separating the hoses 
from that valve.
