If you have to buy one, buy a GPS. Keep in mind that anyone you buy would 
require maps, so add the cost.

If you go with a tablet, I suggest, you better research the apps that are 
available and figure out which one is good enough for you. I would not rely on 
the tablet alone, they are obviously prone to failure in wet (and salty) 
environment. A ziploc would go only so far.

Tablets have one major advantage – for the price you pay you get a huge 
display. 

If you have a tablet already, then the nav app is reasonably cheap (little 
investment, little risk).

My experience is that land based maps are reasonably cheap; marine charts, not 
so much.

You can use the free raster maps with certain apps, but you better know what 
you are doing. I would practice ahead of the time.
