My bulkheads have Barton "line-tamers" from with which I hang halyards and other lines, so I can't put bags there. There are all-plastic coaming boxes. The only downside is if they stick out too much they are not comfortable to sit against. Replacing the teak on a Pearson coaming box is a PIA. Did it on my 28. Water was never an issue. Might have had drains.
