Actually A is for September, the start of the model year. So  E would be 
January. The boat is an 81 model year laid down in January 1981.

 

There is an explanation of each of the numbering systems (3, I think) used 
since the HOIM was first required back in the early 70s. Look on the USCG site 
at USCG.MIL.
