Also, what about dimmers? I see PWM dimmers on ebay purpose built for
LEDs but they don't step the voltage down. How does that work?

Well, if I were buying it to put on a boat I would first give it a
scrub with isopropyl alcohol to get the flux off, and it wouldn't
hurt to brush some epoxy on it to seal it. Otherwise the residues
