Calypso's 3 blade MAX prop has been painted in a similar way for years. I use the Pettit Barnacle Barrier zinc paint without the chromate primer successfully. I typically change down on sandpaper grit to 120 after the worst of the old paint is off.

Here's how: rough up the metal with some 80 grit sandpaper, then apply a couple of coats of zinc chromate primer. Then brush on your choice of bottom paint.
